There is a TedTalk in which a laser follows and shoots malaria mosquitos. Maybe these techniques can be combined so to create a 3D laser movie projector for when it raines.

On a more serious note the narrator says "YOU can now play..." Well i want to play it...where do i got to go to play TETRIS ON WATER DAMN YOU!
Projecting on water drops is a great idea, since it requires no wires or anything to hold the "pixels" in place. The only thing that would really make it feel 3D would be to have as many layers of drops (depth) as there are columns (needles), and not just a few screens behind each other.
